🎯 Recap: Key Legislative & Tech Updates

Missed our December 2025 member call? Here’s what TETL members need to know to stay ahead in 2026!

📱 App Store Accountability

SB 2420 requires app store operators—and potentially district portals—to verify student age and get parental consent before minors can download, purchase, or use apps.

Action step: Review how your district manages student app access.

🔐 Cybersecurity Is Shifting

HB 150 & HB 1500 move state cybersecurity responsibilities to Texas Cyber Command and require:

  • Annual training for local officials
  • Certification of at least five cybersecurity programs

Action step: Identify staff who need updated cybersecurity training.

🎥 Special Education Camera Requirements Expand

HB 2 broadens camera placement from self-contained classrooms to any special education setting serving students less than 50% of the day in general education.

Action step: Reassess camera coverage and policies.

🛡 Protecting Sensitive Cybersecurity Info

HB 3112 allows executive sessions for cybersecurity discussions and exempts related info from public disclosure.

Action step: Update policies to safeguard sensitive information.

🤖 AI Oversight & Training

HB 3512 and SB 1964 / HB 149:

  • DIR certifies AI training programs; districts determine who must train
  • Districts report on “heightened scrutiny” AI and avoid harmful uses

Action step: Begin AI governance planning and staff training.

💻 Virtual & Hybrid Learning Reset

SB 569 replaces TXVSN, allows approved programs to count toward ADA funding, and encourages virtual/hybrid placement over expulsion (with limited exceptions).

Action step: Review virtual learning options and policies.

♿ Federal ADA Web Accessibility

District websites and mobile apps must meet WCAG 2.1 Level AA standards. Large districts (50,000+) must comply by April 24, 2026.

Action step: Audit digital content and begin remediation.

Bottom line: Compliance, cybersecurity, and governance requirements are accelerating. Early planning is key to staying ahead in 2026.
